Niagara recent flooding left hundreds of homeowners across St. Catharines and Niagara-on-the-Lake dealing with flooded basements. Some flooded from groundwater overwhelming sump systems. Others got raw sewage backing up through floor drains when the municipal sewer network hit capacity.
At Ottr Plumr we responded to more emergency calls during those storms than we typically get in a month. The pattern was consistent: homes with properly sized sump pumps and battery backups, and homes with backwater valves, came through largely unscathed. Homes without them flooded.
Two different problems caused the flooding
Problem 1: Groundwater overwhelmed sump systems
When record rainfall saturates the soil faster than it drains, the water table rises rapidly and finds the path of least resistance into your basement. Sump pumps are supposed to eject that water — but many failed because they were undersized, old, or lost power when the storm knocked out electricity. A basement can flood in minutes when a sump pump stops during a major rain event without battery backup.
Problem 2: Sewer backup came through floor drains
When municipal sewer systems were overwhelmed, sewage had nowhere to go except backward into homes through the lowest drain openings — basement floor drains, laundry tubs, and toilets. The result was raw sewage in the basement, a biohazard requiring professional remediation costing tens of thousands of dollars. Homes with backwater valves installed experienced zero sewer backup regardless of what happened in the municipal system.
The two things that would have prevented almost every flood
A properly sized sump pump with battery backup
For Niagara homes on heavy clay soil with high water tables — especially near the lake, the escarpment base, and low-lying areas of St. Catharines — a properly sized sump pump is essential. That means a cast iron submersible unit of at least half horsepower, with a vertical float switch, properly sized pit, and discharge line terminating well away from the foundation. The battery backup is equally critical: most major flooding events come with power outages, and a backup system runs 5-8 hours on a full charge.
A mainline backwater valve
A backwater valve is a one-way gate on your main sewer line. When municipal sewers back up, the valve flap closes automatically and blocks sewage from entering your home entirely. It requires no power and no action from you. A mainline backwater valve protects every drain in your home simultaneously. Homes with one installed during the July 2026 Niagara flooding had zero sewer backup.
Municipal rebate programs — check yours before you book
These rebates are run by individual municipalities, not by the Region, so the program name and the amount depend on which city you live in. The City of Niagara Falls runs the Weeping Tile Removal Assistance Program (WRAP), which covers eligible weeping tile disconnection with a sump pump install up to $4,000 including taxes, and eligible backwater valve installation up to $1,200 including taxes. Other Niagara municipalities run their own programs with different amounts. A few rules are common to most of them and worth knowing before you spend a dollar: you generally have to apply and be approved BEFORE any work starts, the home usually has to be detached or semi-detached and connected to municipal sanitary sewer, replacing equipment you already have is typically not eligible, and the work must be permitted, done by a licensed plumber, and pass a city inspection. St. Catharines and Niagara-on-the-Lake: higher risk than most
Both cities have characteristics that make basement flooding risk above average. St. Catharines has combined sewer infrastructure from the 1950s and 60s not designed for today's rainfall volumes. Low-lying areas near 12 Mile Creek and the lakeshore are particularly vulnerable. Niagara-on-the-Lake's flat topography near Lake Ontario means groundwater has nowhere to go quickly during heavy rain. Both have older housing stock with clay sewer laterals more susceptible to backup events.
What to do right now
- Test your sump pump today by pouring a bucket of water in the pit and confirming it activates.
- Check your pump age — anything over 8 years should be evaluated.
- Confirm you have a battery backup — add one before the next major storm.
- Ask your plumber whether you have a backwater valve — many homeowners do not know.
- Apply to your city rebate program before doing any work — approval almost always has to come first, and hiring a plumber early can disqualify you.
